The Expansion of Electric Car Charging Stations (SPKLU) in Indonesia for Air ev Owners

Public electric vehicle charging stations (EVCS), also known as Stasiun Pengisian Kendaraan Listrik Umum (SPKLU), play a crucial role in supporting the use of electric vehicles in Indonesia. These stations provide a means to recharge the batteries of electric cars and motorcycles using electricity sourced from the national power grid or other sources. EVCS can be categorized as fast charging or slow charging, depending on the capacity and battery technology of the vehicles they serve.
One of the electric cars gaining popularity in Indonesia is the Wuling Air ev. Priced affordably at around 200 million IDR, this compact, futuristic, and eco-friendly electric vehicle has captured the interest of many. However, to fully enjoy the convenience and practicality of driving the Air ev, a well-established and accessible network of SPKLU is required. To achieve this, the government and various stakeholders are expediting the construction of SPKLU throughout Indonesia.
So, what’s the progress? This article discusses the latest developments in SPKLU in Indonesia and how they impact the comfort of Air ev owners.
The Progress of SPKLU in Indonesia: How Many Are There?
In 2021, the government set a target to install 572 SPKLU. As of the writing of this article, the government, in collaboration with PLN (Perusahaan Listrik Negara, or the State Electricity Company), has installed 616 SPKLU at 300 locations across Indonesia. Following the established plan, this program will continue until 2030, aiming to build a total of 24,720 SPKLU units distributed across various regions in Indonesia.
The Ministry of Energy and Mineral Resources (Kementerian ESDM) is also offering incentives and simplified permits for businesses and electric vehicle owners. Some of the incentives include:
- A reduced electricity rate of 714 IDR per kWh for SPKLU operators, with a maximum selling price of 2,467 IDR per kWh.
- Reduction of connection fees and/or minimum subscription fee waivers for the first two years for SPKLU businesses collaborating with PLN
- A 30% discount for seven hours during the period from 22:00 to 05:00 for electric vehicle owners with home charging connected to the PLN system
In addition to government efforts, several private companies are actively participating in the construction of SPKLU. For instance, Pertamina has established SPKLU stations at various locations, including Fatmawati in Jakarta, Resta Pendopo KM 456B in Semarang, Central Java, and Summarecon Emerald in Karawang.

Meanwhile, PT PLN (Persero) Unit Induk Wilayah Nusa Tenggara Timur has provided 100 Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) units to support the ASEAN Summit 2023 in Labuan Bajo, Manggarai Barat Regency, Flores, and East Nusa Tenggara.
Positive Impact on the Community and Electric Vehicle Owners
Based on Data Indonesia’s report, as of August 2021, there were 15,437 four-wheeled electric vehicles in Indonesia, most of which were hybrids or a combination of gasoline and electric power. Full-electric vehicles only accounted for 685 units.
With the increasing number of electric vehicles, PT PLN (Persero) ensures the readiness of Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) to facilitate electric vehicle users. PLN is preparing to install 616 SPKLU units at 237 locations throughout Indonesia, including nine locations on the mudik (homecoming) toll road route, with nine points on the Trans Java Toll and six points on the Trans Sumatra Toll.
PT PLN (Persero) President Director Darmawan Prasodjo stated that PLN is committed to creating a reliable ecosystem for electric vehicle (ev) users in Indonesia.The SPKLU infrastructure has a significant positive impact on the community and electric vehicle owners in Indonesia, such as Air ev owners. The main impact is the increased availability and accessibility of electric charging facilities, supporting the adoption of electric vehicles in the country.
What’s remarkable is that this SPKLU infrastructure is already supported by three types of electric vehicle charging power to operate optimally and meet the needs of the public. These three types of power charging include medium charging, fast charging, and ultra-fast charging.
Furthermore, owners of Air ev’s and other electric vehicles also benefit significantly from this facility. They can enjoy affordable electricity charging rates, in line with Minister of Energy and Mineral Resources Regulation No. 13/2020.
The development of SPKLU in Indonesia is a significant milestone. The increasing number of SPKLUs and their strategic locations have changed perceptions about electric vehicles. Owners of electric vehicles like Air ev can now experience comfort and freedom when traveling throughout Indonesia.
This progress is expected to continue strengthening the electric vehicle ecosystem in Indonesia. As information indicates, Wuling Motors (Wuling) has launched the Air ev Lite variant at the GIIAS 2023 event for operational or daily mobility partner vehicles.
